First of all, Germany have nothing to give to India in defense. Maybe some components at max.
Even take of this submarine, India is purchasing it because it's requirement is big and need faster. India is already building it's own submarine, but the issue is, to make a submarine from scratch, you need many design reviews and test and all such stuffs, which takes few years. Importing it will bypass those years.
I think about the same time P76 also start giving submarines, Indian design and developed.

it is essential to validate India's "real" security posture & needs urgently, more so in view of recent Europe-critical Remarks of the Indian External Affairs Minster (Mr. Jaishankar) in Finnland. India seems to be softening its stance with China (in favour of regional Economical development) and will clearly retain (and further develop) its "political" relationship with Russia. India is develo its own AIP and wants to retrofit the French Scorpenes with those in the future (first sea trials this year). The French don't have a PROVEN AIP tech on their subs, if they do, they aren't sharing it. But the Germans saw an opportunity and agreed to provide their AIP system along with a new submarine design. So, now the domestic AIP development program will run parallel to the German AIP tech on the new subs and India will learn the latest tech from the Germans. India had a good submarine building program with the Germans in the 80s but corruption got in the way and further collaborations were cancelled.
