A US battery manufacturer will officially begin production in China on the same day US President Donald Trump meets Chinese leader in Washington on Thursday. The American start-up scrapped plans to open its first factory in Kentucky, a decision that exposed the limits of the US president’s efforts to revive domestic manufacturing.

I assume in scale here is referring to both manufacturing and economics. Currently, he is taking the advantages of China manufacturing capabilities and market to help him develo the business. He also mentioned once it been proofed, he will open factories in N. America. So, what's wrong with his planning to attract your curses?
