Actually, in the 1980s, the Reagan Administration negotiated what they called 'Voluntary Restraint Agreement' with the Japanese auto makers (also at the request of Detroit, but Reagan was opposed to tariffs). That backfired somewhat, because the terms of the agreement required the Japanese to restrict the numbers of vehicles they sent to the US, not the dollar value of them all. So that became the genesis of each of the Japanese luxury brands; if they could only sell x number of cars, it made better sense to make cars of higher value and margins. So Toyota set up Lexus, Nissan set up Infiniti, and Honda set up Acura. They're all still out there, and selling well in the US.
