印度强势反击！因“光辉”战机发动机交付延误对美实施处罚，印度绝不容忍美国蓄意阻挠。

印度政府已正式对美国施加多项处罚，原因是美国持续拖延交付“光辉”战机所需发动机。

2021年，印度斯坦航空有限公司（HAL）与美国通用电气（GE）签订合同，采购99台F404发动机，约定2024年起交付、2031年完成交付。但截至2025年7月，美方仅交付2台；美方曾承诺2025年7月至2026年3月每月至少交付2台，可该时段仅追加交付4台，总计仅交付6台，远低于应交付的约30台，且美方未公布后续交付计划。

据此，印度依据合同违约损失条款，正式对通用航空施加处罚，将按每台延误发动机单独罚款。此事严重拖累印度LCA“光辉”战机项目：已有9架机身完工、19架处于不同建造阶段，但因缺发动机无法交付空军；此前印度空军高层已多次批评HAL延误。

哪来的破坏？一款已经停产的发动机，印度居然照着它设计机身？之前这么多年怎么一声不吭？到现在一架合格战机都造不出来？就算发动机晚到，至少也该造出几架吧。印度斯坦航空之所以沉默，是因为它根本不会造飞机，只会怪罪通用电气给自己遮丑。这帮人就是公职人员，最擅长忽悠老百姓，谁敢反问两句，他们立马就怂了。

End reservations and slooe lateral entry. I am an avionics engineer who worked on the most complex commercial project ever . ie A350 xwb programme.
Hal will never build avionics on its own unless they get away with reservations and shall increase work force to at least 15 times. Currently most the engineers working are freshers out of the college and that also contract. You can't build a super complex systems like this unless you get away with these primitive way of hiring resources.

取消配额招聘，废除低效的外聘制度。我是航空电子工程师，参与过空客A350 XWB这种最复杂的民用项目。印度斯坦航空永远无法自主研发航电系统，除非废除配额招聘，把人员规模扩大至少15倍。现在大部分工程师都是刚毕业的应届生，还都是合同工。不改变这种落后的用人方式，根本造不出这种超复杂系统。
