In India, many decisions are taken by real estate companies.. government is just a puppet..so irrespective of the problems either central or state governments won’t let any other areas to develop and want everything to be centralised and attributed to few cities only.. so chaotic situation arises naturally.

Actually this is good report. I have worked in Bangalore for 3years and currently living in France I can definitely tell there is lot of things bangalore was not planning to tackle when the IT was booming, the government didn't plan to expand their infrastructure management nor they requested new startups or any big firms to actively move to other cities in the state. Today Bangalore is the IT Hub of Asia no doubt in that but if the city continues slow infrastructure management then probably by 10yrs bangalore is no longer the city where people want to live. Rising cost of apartment, rents, traffic congestion , water management, civic responsibility of waste management all needs to be addressed if the city wants to thrive for a long run. Else companies will start moving back to Hyderabad, Gurgaon, Chennai, Vishakapatnam and etc.
