This grou seems like an aspirational move but there is no substance to it, not at least at this point. Biden is certainly in a very uncomfortable position at home where his approval rating is very low and falling week after week. He wants to show some success somewhere if only for the sake of PR. Narendra Modi probably went along with him on IPEF because he probably thought that there is nothing to lose as far as India is concerned. Moreover, it fits quite well with his Look-East policy.
