India is betting big on AI. By 2047, the country aims to become one of the world's top three AI superpowers. Is that goal realistic? Or is India's vast market mainly a battleground for others?

印度正大力押注人工智能。该国计划到 2047 年跻身全球三大人工智能超级大国之列。这个目标能实现吗？还是说，印度庞大的市场到头来主要只是各国企业的角逐场？

印度总理莫迪提出雄心目标：立志让印度成为全球前三的AI主要强国。莫迪说：“我的愿景是，印度跻身全球前三的AI超级大国，不仅要做AI的使用者，更要成为创造者。” 印度每年培养超150万名工程师，但仅有20%—25%具备高端数字岗位所需的能力

印度总理莫迪定下目标：争取在 2047 年，也就是印度独立百年之际，让印度跻身全球前三的 AI 强国，不过这个目标能否实现还有待观察。

目前印度数百万工程毕业生中，仅有极少数具备高端AI研发能力。如果印度政府能通过系统性教育改革和职业培训补上人才短板，AI有望为印度经济带来约5000亿美元增量；反之，技术鸿沟可能进一步拉大社会不平等。

印度拥有14亿人口，市场潜力巨大，但国内贫富差距明显、语言繁多，是发展 AI 的一大难题。目前只有约 1 亿人经常使用 AI，而且大多使用英文版本；绝大多数民众希望使用本土 AI，本土 AI 服务正好用来满足这部分需求，帮助不会英语的民众使用公共服务与金融服务，推进数字普惠，这也是印度政府的明确方向。印度此前已经打造出 UPI 等成熟的公共数字基建，有数字普惠的成功经验

People mocking India for not building foundational AI models are missing the bigger picture. Building AI creates technological power; adopting AI creates economic power.

India is already among the world's largest markets for AI adoption, with enormous potential to translate this into economic growth.
