You don’t need rare earth to build satellite buses or most technology. There are substitutes for most of it. The US also likely has more rare earth than any nation in the world. The issue is that the US stopped mining and processing, and looking for them. China kept prices so low that you often lose money mining and processing them.

none of it is manufactured in USA, its assembled in USA yes, but not made.
there is no manufacturing chain to make all those components in USA, most of this or all comes from Asia
to make the components in USA it would take over 10-30 years, just to setup the factories for each little component to manufacture a whole satellite.
