So I saw an article about this earlier, and I got pissed and quit reading. They talk about it being worms for 3 paragraphs, then toward the end say, "while many believe they are worms, many experts think they could be poplar flowers."

Ok. Poplar flowers makes a LOT more sense, especially if they're wet.....but why is it a "could be this could be that" situation? Not a single soul took a decent picture of one? Cant puzzle this one out?

As a Chinese, I can confirm they are poplar flowers. You will see them falling from the tree, particularly in northern part in spring. Some locals also call them as “caterpillar”!
