'Challenge remains complex': China shares pollution playbook for Delhi; vehicle curbs, industrial overhaul in list

NEW DELHI: As the national capital reels in pollution, Chinese Embassy in India is sharing step-by-step guide to tackle air pollution.

"Both China and India know the struggle with air pollution amid rapid urbanization. While the challenge remains complex, China’s sustained efforts over the past decade have delivered noticeable improvements. In the coming days, we’ll share a bite-sized series exploring how China tackled air pollution — step by step," said Spokesperson of Chinese Embassy in India Yu ing on Monday.

Then, in the following days, they shared two steps as of Wednesday. Here's are the two steps shared by the Chinese embassy on X:

This advice comes as Delhi deals with air quality which has deteriorated to hazardous levels, prompting the city government to roll out stringent pollution-control measures. Several parts of the national capital — including Anand Vihar, Ghazipur, AIIMS and India Gate — recorded air quality in the “very poor” to “severe” categories, according to data from the Central Pollution Control Board (CPCB).

新德里：正值印度首都深陷空气污染危机，中国驻印度大使馆发布了一套空气污染治理的分步指导方案。

中国驻印度大使馆发言人于静在周一表示：“中印两国均深知，快速城镇化进程中应对空气污染的艰难。尽管这一挑战依然复杂，但中国过去十余年间的持续治理已取得显著成效。未来数日，我们将推出系列简明科普内容，分步骤解析中国的空气污染治理之道。”

截至周三，使馆已通过社交平台推特陆续公布了两项治理举措，具体内容如下：

这份治污建议的发布，恰逢德里空气质量恶化至 “危险” 级别、当地政府紧急出台严格治污措施的关键节点。印度中央污染控制委员会（CPCB）的数据显示，新德里多个区域 —— 包括阿南德维哈尔、加济阿巴德、全印医学科学研究所周边及印度门一带 —— 的空气质量指数均处于 “极差” 至 “严重污染” 区间。

Crop burning by Punjab farmers is the main reason for pollution in Delhi. AAP Government's of Punjab is not taking action against farmers due to animosity against BJP Government in Delhi. Taking strict actions is easy in China which is not possible in India due to conflicting interests. Even supreme court of India is not serious to stop crop burning in Punjab.

You should become reponsible and push govt to create good public transport network. There is nothing new in these suggestions. India has been doing these things already. Delhi has India's largest metro network. CNG buses were introduced long ago. Now electric buses are being introduced (but freebies leave very little money for fleet expansion). India adopted BS6 (similar to Euro 6) from 2020. Diesel vehicles older than 10 years and petrol vehicles older than 15 are already banned. There are no steel plants anywhere near Delhi. Unlike China, India doesn't have a big manufacturing sector. Not many factories to shift. The main issue is stubble burning. Farmers are not cooperating.

这些建议根本没什么新意。印度早就开始这么做了。德里有印度最大的地铁网，早就用上了天然气公交车，现在也在推广电动公交车（但政府发福利发得没钱扩充车队了）。印度2020年就开始实施国六排放标准，和欧洲的欧六标准差不多。使用年限超10年的柴油车、超15年的汽油车都已经被禁了。德里周边根本就没有钢铁厂。和中国不一样，印度的制造业规模不大，没几家工厂需要搬迁。核心问题就是秸秆焚烧，可农民就是不配合。

Shame on Indian Govt for not acting, on all these ideas which are known since long. It requires will power and muscle power. AAP was a small party which could not do these things. BJP, being a double engine circar, should immediately work out a 5 year plan to phase out all pollution causing Industries, and Petrol/Diesel Vehicles. And stop issuing permits for new construction in New Delhi, and encourage development in outskirts. Serious problems deserve tough solutions. No easy shortcuts.

这些治理方法早就不是什么新鲜事了，印度政府却迟迟不行动，真丢人。解决污染需要决心和执行力。平民党以前是小党派，办不成这些事还能理解。现在人民党掌权，手握中央和地方的权力，就该立刻制定五年计划，逐步淘汰所有污染企业和燃油车。同时停止审批新德里的新建项目，鼓励城市向郊区发展。这么严重的问题，就该下狠招解决，没有什么捷径可走。

秸秆焚烧是关键问题。当年北京治污的时候，可能就没遇到这种情况。中国的治污手册也说了，汽车尾气和工业污染也都是重点。我们必须借鉴这些经验，赶紧行动起来。
