Having witnessed the entire process of this city's transformation from severe pollution to significant improvement, if I were to say that the biggest gap between India's pollution control and China's is that China has a powerful centralization of power. What Beiing also has is scientist who can convince the govt to make policy changes such as afforestation. They have the intent to protect the environment by disallowing air pollution by construction materials, using fuels which inhibit pollution - example advent of electric cars, use of hydro power and everything you can ever imagine is in place. In India, it always is the politicians priorities first. India will continue to suffer as long as vote bank politics exst.

I was recently gathering my information about the exact same things on why Delhi has to wait to fix it's pollution till India can become a massive enough economy to use cleaner fuels. It's not the fact that India is standing out in terms of pollution. It's just that every other major country has already been through the stage (for example Chicago, Beiing) and contributed their part of carbon footprint to the world to become a powerful industrial economy, but now they owe an environmental debt to other develo countries now who are pressured under climate change and growth both. My take is that Delhi and whole of India WILL become pollution free, that's inevitable for sure. But it will take a little more decades until we find the right moment where we are stable to use clean fuels, spend on stubble disposal mechanisms and spread awareness on the same.

我最近一直在了解一个问题：为什么德里必须等到印度经济足够强大，能使用更清洁的燃料后，才能解决污染问题。印度的污染并不是特例，而是所有主要国家都经历过的阶段（比如芝加哥、北京）。这些国家为了成为强大的工业经济体，都向世界排放了大量碳，但现在它们欠了其他发展中国家一笔环境债——这些发展中国家既要应对气候变化，又要追求经济增长，压力很大。我的看法是，德里乃至整个印度一定会实现无污染，这是必然的。但还需要几十年时间，我们才能等到合适的时机：经济稳定到能使用清洁燃料、有资金投入秸秆处理机制，并且能广泛普及环保意识。
