Gaokao can trace its lineage directly to Dynastic Civil service exams from the Qin/Han Dynasties over 2000 years ago. At the time, it was revolutionary because it was open to all citizens of any socio economic backgrounds, not just elites and aristocrats, but even to peasants. Over 2 millennia, the exams were only suspended for a few years during Chairman Mao's disastrous cultural revolution.

Chinese Gaokao Exam committees (Teachers who set up the exam papers) will be in total confinement two month before setting up the exam paper, they will stay in 5 stars accommodation, but without any contact with outside world guarded by military style security.
These teacher felt like national heros to be selected, and honor this once in the life time experience. They will be bragging about it for rest of their lives.
Exam papers will be printed at National Printing facilities guarded with military style security, and transported to every corner of China under military guards. Every step of the processes will be under heavy surveillance and zero tolerance for error.

That‘s Western loser mentality.
If you can not beat (or scared to participate) against another 12.9 million students, that means you‘re mentality weak.
Gaokao just gave you scores/results and you apply according to your prefer Universities and subjects. No one force you to study subject you don‘t like, except your parents .
You can always have alternative path, ten of millions Chinese students gave up university opportunities and went into Technical/ Skill and trade schools. Its normal, after all, not everyone is suitable for academic studies.
