Japan spent more than 100 billion yen for rare earth self-sufficiency after the 2010 "rare earth crisis" and to de-risk from Chinese supply chain. 10 years later they are still 100% dependent on Chinese heavy rare earth. That's how difficult it is to develop and sustain rare earth industry, as it is a very unprofitable business besides being very polluting industry.
