Because genius, if India paid on time the machine would have been shipped last year, well before China instituted trade controls due to a trade war with the US. India's mind is very funny, at one hand, obviously it needs other countries capital and tech to help, at the same time, they kicked foreign countries factories out of India, by giving heavy fines, all kinds of restrictions and taxes, even arrests and law suit to them, well, it is your country, ruin it as much as you like, but no need to blame others "fighting" you, really it is you, no others.

For example, on rare earths, many companies in India have recently been caught deceiving China by mis-representing to China the purpose of the rare earth use and then re-sold it to the US military for huge profit. Chin hence lost some of her leverage in the ongoing trade negotiations with the US. One should understand China’s reaction to India’s deception. Similar story about the boring machine, except that it involved also a German firm. On iPhone, it was the pressure of Trump on Tim Cook to immediately scale down investment in India, and so many staff have to be re-deployed due to the sudden change in Apple’s business plan for India. India has banned many Chinese apps, cut off direct flights, slowed down approval processes, made unfriendly geopolitical moves against China. What option does China have?

Is not China block the Germany machine to India. Because India haven't pay the full amount to the German. That why they stop the delivery.
China been heavily invest in SEA but not India. Ask yourself WHY? Even the labour cost in India are much Cheaper.

China has not restricted the export of tunnel boring machines - the essence of the matter is that you bought German equipment (produced in China), you did not pay the Germans the balance, and the Germans refused to provide you with subsequent products and services.

中国没限制隧道掘进机出口——事情本质是，你们买的是德国设备（在中国生产的），没给德国人付尾款，人家就拒绝给你们后续的产品和服务了。
