Government abandons SCO statement condemning Israel

上合组织谴责以色列的声明，印度政府拒绝参与

India refused to associate itself with a statement by the Shanghai Cooperation Organisation (SCO) condemning Israel’s military strikes on Iran in another show of solidarity with Israel this week, after it abstained from voting on a UN resolution seeking a ceasefire in Gaza. Like India, Iran is also a member of the Eurasian security grou in which China and Russia play key roles and Pakistan too is a member.

The Organisation condemned the Israeli attack, saying such aggressive actions against “civilian targets, including energy and transport infrastructure” violate UN Charter and international law, constituting an infringement of Iran’s sovereignty and posing serious risks to global peace. However, India said on Saturday that it wasn’t a part of the discussions that led to the SCO statement.

Recalling its statement on Friday for restraint, the Indian government urged that dialogue and diplomacy be utilised to work towards de-escalation and underscored the need for the international community to work in that direction. It also recalled external affairs minister S Jaishankar’s talks with his Iranian counterpart on Friday, conveying concerns of the international community and urging avoidance of any escalatory action.

Contradictions inherent in the SCO membership is showing up, and India’s cherry picking agenda is not going to be liked by senior members China and Russia. Last year, Chinese analysts had spoken about throwing out India from SCO is Global Times. During Operation Sindoor it became clear that China was actively supporting Pakistan with techint. Now China has offered Pakistan not only J-35 but also the full EW capability. Basically India will be facing Chinese EW from all of its northern and western border, and probably all of sea coast as well. Yet, India doesn’t want to take a diplomatic measures commensurate with the raised threat and retains its strategic autonomy, and articulated the verbiage ‘Sabka Saath’ posture in context of Ukraine war. In terms of Indian development Sabka Saath is sound policy for enabling Sabka Vikas. But in Foreign policy, Sabka Saath puts much greater burden on Indian security forces that will be increasingly difficult to cope and increases the probability of 1962 like situation. Between de ocracies strategic alignment is not merely inter-government alignment but between all societal institutions and people to people cultural as well. While aligning fully, the decision to ensure supplies and other indirect support would be binding to ensure supply-chain guarantee, but engaging in active conflagration would be an autonomous decision. Strategic alignment and strategic autonomy are therefore not mutually incompatible. The point of such a strategic alignment is to deter war, doing anything else, given the expansionist design of two neighboring countries; is an invitation for war.

上合组织内部的矛盾越来越明显了，印度挑三拣四的做法，中俄这俩老大哥肯定看不顺眼。去年《环球时报》就有中国分析人士说要把印度踢出去。

“辛杜尔行动”里，中国明着给巴基斯坦提供技术情报；现在更厉害，J-35战机和全套电子战设备都给了。说白了，印度北边西边边境，可能连整个海岸线都得防着中国电子战。但印度偏不按威胁程度来搞外交，非要保持所谓“战略自主”，乌克兰战争时还喊出“人人参与”的口号。国内发展喊“人人参与”没啥问题，但外交上这么搞，只会让安全部队压力越来越大，以后怕是要重蹈1962年的覆辙。

皿煮国家结盟，不光是政府间的事，社会机构和民间文化都得绑一块儿。全面结盟后，保证物资供应这些间接支持是必须的，但要不要直接参战可以自己决定——所以说战略结盟和战略自主不冲突。这么结盟说到底是为了吓住别人别开战，不然邻居都在搞扩张，不结盟就等着挨揍吧。
