Infrastructure building in Canada is a joke. Economy runs on petrol and car companies. 18 years to build 19km surface Toronto crosstown streetcar rail. Wrong tracks laid, new stations need fixng, and tracks laid 15 years ago, now need to be replaced. Only in Canada!
Chinese built the railroad across the rockies in 1880's, on budget, 1 year early in completion. Then laws said no Chinese could bid on public works. 150+ years later, Canada still have the 1880's railway while China has 45,000+km of speed trains.

I live in Canada, to refurbish a 100m 4 lanes bridge took 3 years. Almost always behind schedule. They didn't usually work night time. They only worked when rush hours and drinking coffee on a job. Never take anything serious on a project.
Not just that, if we have a project need to be completed, it took 10 years of discussion and finally come to an agreement, then politics pops up. It's like Tom and Jerry. Again, the project halted and wait for few more years.

Simply because china has no terms, so they plan very far ahead and put in long investment. If you only need to take care of 4 years of course long term investment seems a waste of time and money doesnt pay off immediately. It's day trading vs long term investing.
