toughest does not mean how many appear and how many pass/get selected, going by that logic even exams like bank po, junior engineer etc. in India will be tougher than GATE. Tough takes into account the quality of aspirants/applicants, difficulty of subject matter, & competition.

I disagree. I think IIT JEE is far dificult because it is taken in an age where its very dificult to be disciplined.
I'm not saying that UPSC is easy but you are far matuared when yiu are taking it.
It is far more rested then JEE because less than 1 percent are selected.
