This has sparked debate over how they’re able to move so quickly in a domain where even small gains are historically hard-won.

In contrast, the U.S. has become, in his words, “a government of the lawyers, by the lawyers, and for the lawyers.” The implication is stark: engineers focus on solving problems, while lawyers are often incentivized to manage or even prolong them.
