I don’t think there will be a loser if China becomes the world’s largest produce of EV’s. Competition in the production of these vehicles is a great motivator for all economies. Local production reduces ship costs and therefore cost to the consumer, who ultimately will benefit. Moreover, the planet will benefit. Yet each country must increase production of electricity generated using sources other than oil.

Chinese consumers are much more receptive to the idea of EVs.

The plan focuses on exploring and promoting the application of two-way interactive intelligent charging and discharging technology for electric vehicles and smart electricity facilities.

It means that when electric vehicles need electricity, the power supply system charges the vehicles, which is "buying electricity", and when the power supply system is at its peak, electric vehicles discharge the system, equivalent to "selling electricity".

This model can greatly improve the utilization rate of electric energy, reduce the cost of electricity, meet the peak demand of government power supply system, and achieve the organic synergy of electric vehicles, charging piles and power grid.

This is quite new and unique. Not every country need and be able to do this.

In terms of the numbers of decent EV manufacturers China is way ahead of America. The lone exception to that is the American company Tesla. Tesla towers above all EV car makers combined with a truly massive lead in technology. For all the flack people give Tesla Americans should support Tesla much better. That being said I would never buy any EV vehicle no matter who made it. They have zero range and zero ability to charge on the road compared to gas cars at least in a timely manner. If you knew how lithium was mined you would go hug a driver of a gas powered car and thank him for saving the environment. The production of EV batteries is some nasty stuff they don't want you to know about.

If they arrive in the US in sufficient volume, they will wipe out legacy US car makers.

Given that the public is aware that car exhaust fumes contribute to global warming and general pollution, why isn't there a greater demand for cheap and economical electric cars?

In the UK, the purchase of electric cars is subsidized by the government, and whether they are cheaper to run than combustion-engined cars depends on fuel tax. They take ages to charge up and so are only suitable for short journeys unless you have time on your hands.
