Qin Shi Huang was the first emperor of China but not the first central monarch of China, King Qi of ia Dynasty was, and that was 2,070 BC.

During the Spring and Autumn Period and the Warring States Period, it was still nominally the Zhou Dynasty, although the Zhou royal family was no longer able to control the feudal lords during that time. So nominally, China in that time was still one kingdom but with lots of feudel lords in wars on each others, pretty similar to the HRE.
