real issue is many businesses want more profit for very low or no risk! many want to splurge public funds in the name of business. if it succeeds, they claim credit. if not, they wash their hands off.

真正的问题是，很多企业想在投入最少或者无风险的情况下捞取最丰厚的利益，很多企业打着经商的名义挥霍公款。
