Indian Government and Indian private companies have developed a lot of electronics products to market to the Indian public. All these products need semiconductor chips. This is a good starting point to start focusing on manufacturing chips for these products. The chips that go in mobile and laptops are way to advanced which are in the realm of countries such as the United States. So, manufacturing chips for local products is a good starting point.

The chip designing is also done in India. A huge chunk of the design is done in India for the companies of American and European origin. Even though the companies are of the West but the entire design activity are being carried out in India.

There are various small companies/startups with Indian origin also doing the similar chip design work.

You need to acknowledge India's contribution in the semiconductor industry.

Palki, if India wants to be a player in the chip industry, it'll have to do many things I don't think is capable of doing. One would be India has to kiss up to China if India wants any chance to succeed in this area. Right now, all US semiconductor companies are losing money across the board with plummeting revenue because China is no longer buying chips from them and is making their own chips. Even ASML had no choice but defied America's request to sanction China in order to sell their lithography machines to China recently or suffered plummeting revenue. Being dominant in the chip industry is A LOT more complicated than you think, too far beyond India's capability.

I don't think it's an option; Manufacturing or Design. India should do both as this is the foundation for future generations. Semiconductors will be as important as agricultural in terms of human needs.
