Because India doesn't participate in every event. There is not a culture for many Olympic events in India. China and Japan use other countries' citizens.

Natural born Chinese origin Americans who train in America are hired by to participate for China. China also use steroid. India neither use other countries' citizens nor they train their citizens in other countries. Whatever India achieved is TOTALLY India's own.

印度并不是每个赛事都参加。印度没有浓厚的体育文化。

在美国受训的华裔美国人被请来代表中国参赛。中国也使用兴奋剂。
