From what you have shown us in all your many China threads, it all looks so impressive, efficient, modern and clean compared to India. No doubt that in China, infrastructure projects get completed very fast as there are no PIL's, environmental concerns and other such 'road blocks' on the way to progress, if one may call it that.
I may not normally have payed much attention to this article in the newspaper but after seeing your threads, I ended up reading it quite thoroughly.
