A hike in China's defence budget has got defence experts and analysts debating the country's rising military power and clout.
The 10 per cent hike this year comes when China is rapidly modernising its armed forces in the back drop of deepening stand off with Japan over the disputed islands as well as differences with several South Asian Countries over the South China Sea.
So where does China stand in the world among the top military spenders?
Top military spenders
United States - 711.0 billion dollars
China – 143.0 billion dollars
Russia – 71.9 billion dollars
United Kingdom – 62.7 billion dollars
France – 62.5 billion dollars
Japan – 53.9 billion dollars
India – 48.9 billion dollars
This list from the Stockholm International Peace Research Institute Yearbook 2012 includes a list on the world's top 15 military spenders in 2011. India ranks seventh.
The United States remains the world's dominant military power spending much more than any other country on defense and security. It has spent more on its military than the next 13 nations combined (China, Russia, UK, France, Japan, India, Saudi Arabia, Germnay...) in 2011 on a list complied by the Stockholm International Peace Research Institute.
Since 2001, the base defense budget has soared from $287 billion to $530 billion -- and that's before accounting for the primary costs of the Iraq and Afghanistan wars, reports the Washington Post
A post on defense-update.com says that China's military developments are fuelled by continuing increases in defence spending. China now spends more on defence than neighbouring Japan, South Korea and Taiwan combined. If the 15 per cent average annual increases in China's official defence spending seen over the past decade continue into the medium term, Chinese defence outlays could rival US base defence-budget spending by 2025.
The International Institute for Strategic Studies in its report has said that the increase in Asian spending has been so rapid, and the defence austerity pursued by European states so severe, that in 2012 nominal Asian spending $287.4 billion (192.3 billion pounds) exceeded total official defence spending not just in NATO Europe, but across all of Europe, including spending by non-NATO European states.
India has hiked its military spending to Rs 203,672 crore ($37 billion), an increase of five percent over the Rs.193,407 crore outlay for 2012-13 but an increase of 14 percent in real terms.
The budget hike, in real terms, amounts to Rs. 25,168 crore ($4.57 billion) over the revised estimates of Rs 178, 504 crore for the fiscal ending March 31. It translates into 14 per cent increase.
The finance ministry had reduced the defence ministry's capital expenditure in the current fiscal by Rs 10,000 crore in its revised estimates, pegging it at Rs 69,579 crore from the initial figure of Rs 79,579 crore.
China's has hiked its defence budget by 10.7 per cent to $115.7 billion well above this year's Indian defence spending of $37.4 billion.
The Stockholm International Peace Research Institute has said Chinese arms exports rose 162 per cent between 2008 to 2012, propelling China into the top five arms exporting countries for the first time since the cold war. This marks the first time that the UK has not been one of the top five conventional arms exporters since at least 1950, the earliest year covered by Sipri data, reported the Financial Times.
According to the Stockholm International Peace Research Institute, Pakistan accounted for 55 per cent of Chinese arms exports between 2008 and 2012.
Between 2008 and 2012, China ranked second behind India, with 69 per cent of all Chinese weapons imports originating in Russia.
To face a rising China, India has resolved to modernise its military. India has decided to buy 126 fighter jets from France, taken delivery of a nuclear-powered submarine from Russia and prepared for its first aircraft carrier.
India, the world's biggest arms importer in recent years, plans to spend around $100 billion over the next 10 years in upgrading its mostly Soviet-era military hardware to keep pace with China's ramping up of defence spending.
The country was bound to modernise its armed forces in response to China's own modernisation, Defence Minister A K Antony said at an air show in Bangalore, adding that strengthening its north-eastern border with China was not a confrontation with its neighbour, Reuters reported.
Many international analysts assert that China's annual defense budget is far higher than Beijing announces, although the Chinese government steadfastly maintains that the published statistics are the actual amount.
In addition to its announced defense expenditures China is allocating more than $110 billion annually for internal security, a figure analysts say is designed not only to allow police to maintain tight control over people, but in unsettled border regions such as Xinjiang and Tibet.
China's military shipyards now are surpassing Western European, Japanese, and Korean military shipbuilders in terms of both the types and numbers of ships they can build.
If Beijing prioritizes progress, China's military shipbuilding technical capabilities can likely become as good as Russia's are now by 2020 and will near current US shipbuilding technical proficiency levels by 2030, The Diplomat reports.

They have real state of art defensive and offensive technologies. They are waiting to take on India in due course. First they are trying to control the India market. Once they are satisfied they can wage a real war on India and anybody can say the way we are behaving we cannot stand them for much long time.

A policy for the future
India must rapidly modernize her forces not because a superpower neighbor is doing so to meet its own perceived challenges from various quarters, but because the kind of economic & social aspirations that India nurtures & having finally managed to ignite a ring of fire around itself, we can't do without a modernized armed force. Of course there are matters of fiscal consolidation & such in the short-term , but our policies must look beyond the present economic challenges & prepare for the medium & longer term national security & however unenviable our indigenous defense production capabilities may seem, we must start building our domestic industry while dealing with any corruption in the defense acquisitions with an iron fist , but not letting the acquisition process fall victim to some corrupt operators , when the specific acquisitions meet our requirements.

A single most aspect of Chinese military might that Indian media, general and of course politicians seem to miss is that Chinese, unlike Indians, are far more self-reliant than Indians. Indian is the largest net importers of weapons whereas Chinese among the top five world exporters of the weapons. Of course Chinese politicians, generals and middlemen are not as rich as Indian counterparts from all the kickbacks and bribes associated with massive arms import. But average Chinese is better off, as it creates high skill employments in the defence sectors, save precious foreign exchange and most importantly takes away self-reliant like beggars on foreign nations. Indians have yet to learn that it is better to develop you own tech, even at cost of failure, than import a successful weapon. A case in point is Kaveri jet engine development, even a \"failure\" has produced a engine which can be used to power UAF, ships and train engines.

Defence budget of China

Indian budget is smaller even than Japan ! China is surging ahead in all areas because the spell of hard, cruel communist discipline has removed all opposition and resistance to whatever Govt.wants to do. In India, we have a democracy that allows people to put spokes even in some rare but good projects. That is why India can never, never match China, unless and until that totally absent sense of patriotism comes back and builds us as a united nation. That seems to be impossible unless of course we pass through sufferings like Japan, UK, France and other countries. Even if India increases its defence spending, it will only spawn more and larger scams.

While I agree with most of what you said, I believe we don't have to match anyone in every sphere , but rather prioritize & reinforce our strategic advantages enough to make our weak spots effectively less vulnerable. We'd still need to solve the conundrum of corruption though. Its just anti-national.

America and japan helped china for its development, they thought that they can bring democracy by uplifting the people which can bring revolution... but this may not happen soon since the china goverment is keeping its people busy in hand to mouth jobs and engage in the development of the country.
China is increasing the defence spending because they have lot of money in reserves and they may need the military for internal instabilities in future.
India do not have to fear of China, because India has a very strong military and also a peace loving country.
Most probaly Iran or Pakistan has to worry. Iran for Oil and Pakistan for their wickedness.

India has every reason to fear China, because we are not as strong as China, we have no true, reliable friends who will fight for us and - this may not be palatable - India is accustomed to being ruled by Mughals, the British etc. Can we rise up and make ourselves stronger with the mess we are in, thanks to the Indian democracy !

The democracy is not a easy path...its kind of evolution from monkey to man, since india is very huge and complex society which has been like frozen stage during the mughal and british era... the mind set of the people is not developed... still we have many hungry genes in political system that they well never be content, and they can not think wiser in betterment of the country because the genes does not support the thought process... Hope we may rise up some day.

We need to have a Bigger Deterrent - For a China & Pakistan combined Nuclear attack on India.
India have to buy like he11 from Russia, USA and Israel, if they want to compete with China .

Good thought, but deterrent? That will never happen - for 2 reasons : 1.can`t build that deterrence at all and 2. even after developing military might, we will not have the guts to ever use it. Remember 26/11 et al.

Massive upgradation of our nuclear weapons and delivery systems is now a absolute must. We have to do that on top priority. The message must be clearly sent that you can not win another war with India. It will lead to total anhilation of both the nations.

Agree.Needless to say that even our armed forces are not capable to take any bold action. See what happend on Pakistan border, they took away head of our citizen and their friend and after wards claiming foul. They should have given a good lesson to Pakis and then could have discussed this with Government.Piri, u are right, its not only the Government but people of india are also corrupt.

sure shows all signs of growing to eventually overtake that of the US.
The Chinese economy and the Chinese polity and the Chinese administration work in such well oiled cohesion that such a target is well within the reach of China in about a decade.

Boundries of China are much bigger comparing to India with non cordial relation all around, as such their budget is supposed to be bigger. India is also not India of 1962, we also have N bomb, as such no chance of major struggle, however boundry dispute may turn into minor struggle.

China is 3 times bigger than India territory wise and has 3 times of the number of neighbours India has; so it is perfectly in sync with their needs and requirements.
India should better invest in productive economy than the destructive one lest it will end up like North Korea where every 5th citizen is a soldier in arms not knowing whom to fight against.
North Korea has as much as Army strength as India has i.e. one million and this is against a population of 2 Cr.
One one side they spend on army and on the other they survive from the food donations across the world.

Very well said. Problem is all regional leaders Karuna, Amma, Mulayam, Mamta, Deve Gowda, Maya, Naveen Pattanaik etc., are same. They can't think beyond their region. People of each state also needs to be matured to pick national party for center and state. Else, every time when their political interest is challenged, they pull down the government they were supporting. This syndrome was seen in all regional parties.
