No, because here in India we don’t have contract based market like US, Canada, UK, Japan and other developed economies…and now in China. In these markets phone makers deals with carriers and not customers. Carrier subsidize the phone for 2-3 years for a prospective customer and business house. You don’t have to pay anything upfront, just pay your regular bill (which includes phone price) as per your plan. This deal is huge for Apple. Moreover, if they sell 30-40 million iPhones they will surly try to sell that many iPads in future to the same customer base. Amazing way of doing business.
