Not entering into outer space arms race, India tells P-5 countries

Shortly after the ASAT weapon test, foreign secretary Vijay Gokhale met some envoys of P5 countries, including of US and , and explained to them the test was meant to enhance India’s security and that it did not in any way suggest that India was entering into an arms race in outer space.

印度进行反卫星导弹测试后不久, 印度外交秘书Vijay Gokhale会见了包括美国和在内的五常国家特使，并向他们解释，此次试射是为了加强印度的安全，并不意味着印度加入太空军备竞赛。

Some of these envoys had sought time with the foreign secretary to discuss the issue after the announcement by PM Narendra Modi. Simultaneously, the foreign ministry instructed India’s missions in all important world capitals to explain to the local government India’s motive in carrying out the test. The government insisted India remained against the weaponization of outer space and supported international efforts to "reinforce the safety and security of space-based assets’’.

Official sources said the initial reaction from most major countries was "subdued’’ as they understood India’s position that its action was "not in violation of any international law or Treaty to which it is a Party or any national obligation’’.

While India is a signatory to the Outer Space Treaty and ratified it in 1982, the government said the Treaty only prohibited weapons of mass destruction in outer space and not ordinary weapons.

For the government, the main issue is now of the debris, as had in 2007 received a lot of criticism after its ASAT test generated debris which remained in space. The MEA said in an explainer that India’s test was carried out in the lower atmosphere (unlike the same test by in 2007) to ensure there was no debris. The government release said that whatever debris is generated "will decay and fall back onto the earth within weeks’’.

The government reiterated that it expected to play a role in the future in the drafting of international law on prevention of an arms race in outer space "including inter alia on the prevention of the placement of weapons in outer space in its capacity as a major space-faring nation with proven space technology.
