In my view there many reason for the same. Looking onto the current social activities in mumbai. People are frustated bcoz of speedy life pattern. They have less time left for family and guiding the kids for dos and dont. People who only visit mumbai for job are left out with no sexual entertainment factor. Also some who controls would be a genuine human being. But the one who is unable to control sexual urge leads to attack opposite sex and gains to attempt rape on other. Best way to reduce is to allow and promote legal prostitution center where these so called culprits can achieve their desire leaving innocent safe. Second method is to have strict rape laws that sets an example for the person who wish to commit the crime of rape. SC should seriously think about it before it is late and heinious crimes are committed
