BEIJING: Pitching for large-scale Chinese investments into India's massive infrastructure expansion plans, NITI Aayog Vice Chairman Arvind Panagariya has said China should make its loans attractive compared to Japan's "incredibly attractive" finance.

Panagariya, who attended round-table on India-China economic cooperation between NITI Aayog and China's Development Research Centre (DRC) early this week, said China which is pushing for its investment in big ticket infrastructure projects in India like the high speed train should make its loans more attractive.

"High speed rail is an expensive proposition. What kind of finance Chinese are willing to bring to the table is important. Japanese are bringing incredibly attractive finance to the table.

为了争取中国对印度基础设施扩大计划进行大规模投资,NITI副主席Arvind Panagariya说,对比日本非常具有吸引力的融资,中国应力争让自己的贷款更具有吸引力。

本周,Panagariya参加了印中经济合作的圆桌会议。他说,中国目前正在推动对印度高铁等大型基础设施项目进行投资,为此应让贷款显得更具有吸引力。

“高铁是昂贵的命题。中国愿意提供何种融资是重要的。而日本人带来了非常有吸引力的融资。”

I think we must look at overall cost per km as a measure, I am sure Niti ayog Vice chairman must be talking the same...if so China must look at competitive rate of finance

Chinese have lower cost for construction hence, they can execute the project with much lower prices. Therefore, the financial needs will be much lower compare to Japanese. In overall view, lower cost of finance procured isn't all that matters.

It is requested to conduct the feasibility study on the Chennai -New Delhi corridor by Japan (If the study is still not carried out ). Indeed, the financial terms, Quality and commitment of Japan is known to the world. India could think of developing both Chennai -ND and Mumbai- -Ahmedabad by Japan and the possibility to utilize the facilities of India's BHEL could be explored. Is it possible to have joint venture with BHEL? Govt. to think of Chinese investment on climate control, renewable sources of energy etc. in order to team up with China against "Global Warming ".

日本该对金奈至新德里走廊可行性进行研究了。

确实,日本的融资条件,东西的质量,还有做出的承诺是世界上出了名的。

考虑让日本来修金奈至新德里和孟买至艾哈迈达巴德的线路,以及利用印度重工设施的可能性

mr arvind says that the japanese offer better loan terms- agreed- but please check the difference if any in the total cost of the project- the cost per km- per train etc- because i am sure the japanese will be far more expensive in the total project cost value- secondly india should sit together with the chinese and without making hem feel that we are their competitors- we should show them that we are their joint-venture partners and and encourage them to shift more JVs to india where our labour costs will make a real difference in the final product price- JVs is the best way to go forward.. not competition....

但是要注意两国承接项目的总成本是不同的,比如每公里的修建成本

日本肯定比中国贵多了。

其次,印度人还是与中国人坐下来谈,别让其认为我们是他们的竞争对手

而是要让对方明白我们是他们的合作伙伴,鼓励他们把更多的企业迁来印度,好让我们的劳工成本优势在最终商品中体现出来。

合资企业是最好的出路,而不是互相竞争
