KARACHI:Sindh Chief Minister Syed Qaim Ali Shah has announced that a $1.269 billionKarachi Light Rail and Brown Line project will be launched on a war footing sothat it could be completed by the beginning of 2018. For the purpose, he hasconstituted a committee to remove all bottlenecks in the way of the project.

卡拉奇:巴基斯坦信德省首席部长Syed Qaim Ali Shah宣布称将开始建造12.69亿美元的卡拉奇轻轨和捷运项目,预计2018年完成。为了实现这个目标,他已经成立了一个委员会以消除所有的障碍。

Hetook this decision while presiding over a meeting of Sindh governmentrepresentatives and Chinese company Sinosure at CM House on Monday. The Sindhgovernment was represented by Finance Minister Murad Ali Shah, ACS (dev)Mohammad Waseem, Principal Secretary to CM Alamuddin Bullo, Secretary forFinance Sohail Rajput and others. From the Chinesecompany, Deputy Director of Sinosure Cheng Tao, General Manager of the CRCCPakistan Wu Zefeng and their team took part in the meeting.

Thetotal length of the Brown Line project is 18.38 kilometres, of which 20.63 percent, or 3.7km, wouldbe under ground and 12.92km,or 70.30pc, would be elevated.

Besides,it would have 13 stations, of which three would be underground and 10 elevatedwith one rolling-stock base and operational control centres. The unidirectionalpeak passenger volume can reach 20,000 to 70,0000 persons per trip.

Thisproject would generate Rs3 billion annually and if the advertisement and stallsset up at each station were included, it would fetch more than Rs3.5bn a year.

Givingfinancial details of the project, they said the mobilisation cost of theproject would be $12.7million, engineering design $16.94m, insurance $12.69m, HSE $21.18m, construction works and equipment $1006.33m, coaches $72.54m, test and commissioning$8.47m, and contingency $42.34m. Its total comes to $1,193m. Apart from it, land for depots andcontrol building would cost $4.9mand interest during construction would be $75.99 million. Therefore, theproject would cost $1,269.02.

Theytold the chief minister that 60pc of the cost would be a 13-year Chinese loanwhile the Sindh government would have to pay 40pc of the total cost.

TheSinosure team said their 11 experts had made four trips to Karachi and eachtrip was of 20 days. During their visits they conducted a soil investigation, asite survey, a traffic information study, and coordinated with different Sindhgovernment departments.

    • 其实很多国家的货币都叫卢比,印度、巴基斯坦、斯里兰卡、印尼、尼泊尔和***里求斯的货币都叫卢比,但价值不一样,根据各国货币在国际金融市场中的交易价格而定。以人民币定价的话,印度卢比对人民币大约是10:1,巴基斯坦卢比大约是16:1,印度卢比汇率高一些。

  5. 原文评论中的有些观点存在误区,当然可能原文也有误导。城市交通行业的收益并非通过卖票或站台***及相关商业衍生实现的(这些只能算是补贴收入,维持交通线正常运转就行了),真正的收益在于城市物流及人流成本(主要是时间成本)的降低对城市经济促进作用。比如对商人而言,在牛车时代,做成一笔生意需要跑一周,公交车时代可能只需要一天,轻轨时代可能只需要2小时(比喻)。印度人认为在互联网时代达成交易不需要通过城市交通,但这是一个误区,因为无论货物贸易还是生产活动都要通过物流,而物流的时间成本往往决定交易成本,互联网只能解决部分服务业产品的交付问题。所以,印度向世界提供的主要产品只能是服务业产品,其他产品成本太高。

  6. 要是巴基斯坦卢比的话,最好的预期40年才会收回建设成本。最后一个评论者质疑的也没错。要是富国这是民生工程,可以不在乎投入。穷国,用的还是我们国家的贷款。到最后有理由怀疑能不能能偿还贷款。
