外文标题：Tugboat sinking in China kills 21 including an Indian
BEIJIJNG: China has confirmed the death of 21 passengers including an Indian, Mani Harikrishnan, after a tugboat carrying 25 people sank on the Yangtze River in east China's Jiangsu Province on Thursday afternoon. Three passenger have been rescued and one is missing.
Harikrishnan, a Singapore based Indian, is part of a group of firm of engineers and spare parts suppliers. He was on the boat, named Wanshenzhou67, for a test ride. He was among the eight foreigners including four Singaporeans, and one each from Indonesia, Malaysia and Japan.
The provincial Jiangsu Maritime Safety Administration said the boat was pulled out of the water on Saturday morning, 40 hours after it sank in Fubei Channel, near Jingjiang City.
Initial investigations revealed the boat capsized due to "improper operations", it said. It did not complete the compulsory procedures needed for trial operations, nor did they report the tug's conditions to authorities. The boat sank in the midst of a full circle swinging due to improper handling.
