BEIJING: Around one million couples have applied for permission to have a second kid a year after China eased its one-child policy, state media reported on Monday. The National Health and Family Planning Commission on Monday said the number of applications in this regard "were in line with expectations" even as experts said fewer people than expected had applied.
China had set a target of around 2 million new babies yearly after relaxing the one-child policy in 2014.
But many believe it is unlikely to achieve the target since traditional Chinese would avoid having babies in the zodiac year of sheep, which would begin in February and is considered inappropriate for child birth.

This author needs serious work. China had 16.40 million newborns in 2013. Chinese gov may hoped to add 2 million more. That's totally different from "China had set a target of around 2 million new babies yearly after relaxing the one-child policy in 2014.". China's population decrease will not be a big deal since China still has great potential to increase productivity and China's labor force is still huge since most of Chinese women are also quality labor force unlike many other countries, including India.
