外文标题：India may propose getting China company to lead pipeline consortium
NEW DELHI: With global energy firms refusing to participate in the ambitious TAPI gas pipeline, India may propose getting a Chinese company to lead a consortium that will build the $10 billion Turkmenistan-Afghanistan- Pakistan-India (TAPI) gas pipeline.
French giant Total SA had initially envisaged interest in leading a consortium of national oil companies of the four nations in the TAPI project, but backed off after Turkmenistan refused to accept its condition of a stake in the gas field that will feed the pipeline.
Since the four state-owned firms, including GAIL of India, neither have the financial muscle nor the experience of cross-country line, an international company that will build and also operate the line in hostile territories of Afghanistan and Pakistan, is needed.
Sources said Turkmenistan has clearly indicated that its law does not provide for giving foreign firms an equity stake in upstream gas field, without which western energy giants will not be interested to take the risk.
Sounds short sighted. Has India not learned lessons in last 50 years? Consortium to build pipeline and the other participants are known to be perpetual adversaries. I wonder what factors weighed favorably for this project ?

If China is acceptable to Turkmenistan and Afghanistan, there is absolutely no difficulty, because PAKISTAN will never sabotage a pipeline in which China has a major Financial stake.India can always pay a fixed initial sum ,plus monthly payments based on Cubic Metres of gas delivered.

TAPI Makes sense. China is the only country that has the expertise to lay and operate Pipeline in that terrain. India is being pragmatic if they allow Chinese to build it.

Hope it works
Good and bad strategy. There is a 40% probability for a small scale war between China and India (and Pakistan may use that opportunity to create trouble from their border also). When that happens the supply line will be completely blocked. We should in parallel establish a fuel reserve system at different strategic locations in India.
Chinese pipelines............. hmmm!!!!! question is, should we have it especially when its going to pass through their friendly neighborhood, the Paks!!!!
Good decision to make #China wear the Crown
May not be safe across Af-Pak..!

China will take care of it.

China is the right choice. Pakistan will listen to them. Since they will have stake, any misadventure by Pak terrorists can be dealt with easily.
