SHIMLA: Two residents of Pin valley in Lahaul-Spiti district were arrested on Monday on sedition charges for raising "Chalo China" slogans on August 20. The two -- the pradhan of Kungri panchayat and a former pradhan of Sagnam panchayat -- were protesting against the failure of district administration and state government to ensure development in the area.

Lack of development remains a major issue in areas bordering China in Himachal Pradesh. As Spiti is located very close to China border, the threat to launch "Chalo China" movement has shocked the security agencies and jolted the state government into ordering a high level probe into the incident.
According to sources, IGP (Mandi range) and DSP (CID) had gone to Pin valley to assess the situation after which a case was registered at Kaza police station on Monday under Section 124-A (sedition) of IPC. Those arrested persons have been identified as Lobsang Tandup, former pardhan, and Chhewang Tobge, sitting pradhan. They were unhappy with the delay in construction work of a bridge and had threatened to launch "Chalo China" movement. A video clip showed them raising the problem of Pin valley residents, who were facing hardships in transporting the green peas crop due to poor condition of bridge and ropeway trolley.

They had warned the Union and state governments of launching "Chalo China" if their issues were not addressed soon.
A flood in Kiri rivulet in June 2012 had damaged its bridge which connects 13 villages of Pin valley with the rest of the state. Ever since the government made no provision to build the bridge and the villagers have been risking their lives by crossing the rivulet by using a damaged bridge.
It is a shame instead of solving the issue on hand , the state gov arrest them . Both the state and central gov the past 62 years have failed in providing basic services , may be the leaders were busy runing the country in they corrupt way
Earlier some similar foolish people in Kinaur also made similar stupid statements. They are utterly stupid as if China is waiting for them with open arms.
instead of arresting tehm , govt should repair the bridge and listen to their issue , otherwise it is just fascist to arrest them
of course, their protest is rational. They are asking for just a bridge to cross a dangerous river which is the lifeline and connection to the world to them and this inactive govt has shown nothing to them, but as soon as they started slogan the administration had fear and showed immediate action. Govt could not built it in last 12 years !

I am surprised at the remarks of the public. No one is asking the questions 1. What has the Government done to redress the issues they are facing? 2. Why is the Government silent on the issues of the Border States? The Government has a separate Ministry for North Eastern States. At least this reflects a concern for those states - a pre-requisite for finding and implementing solutions. My recommendation that the Ministry for North Eastern States should be expanded to cover all border regions to cover such issues.
